Isaiah 32
1. The blessings of Christ's kingdom
9. Desolation is foreshown
14. Restoration is promised to succeed

The mind of the rash
This phrase refers to those who are hasty or impulsive in their thoughts and actions. In the Hebrew text, the word for "rash" can be linked to a sense of recklessness or lack of foresight. Historically, this could be seen as a critique of leaders or individuals who act without seeking divine wisdom. In a spiritual context, it suggests a transformation where impulsive minds are enlightened by God's truth, leading to a deeper understanding and discernment.

will know and understand
The Hebrew words for "know" and "understand" imply a deep, intimate comprehension that goes beyond surface-level knowledge. This transformation is a divine promise that those who once acted without wisdom will be granted insight. It reflects the biblical theme of God granting wisdom to those who seek it, as seen in Proverbs 2:6, "For the LORD gives wisdom; from His mouth come knowledge and understanding."

and the stammering tongue
This phrase highlights those who struggle to communicate effectively, possibly due to fear, lack of confidence, or spiritual oppression. In the historical context, it could refer to those who were marginalized or oppressed, unable to express themselves freely. Spiritually, it signifies the liberation and empowerment that comes from God's intervention, allowing His people to proclaim His truth boldly.

will speak clearly and fluently
The transformation from stammering to clear speech symbolizes the power of God to heal and restore. The Hebrew roots suggest a transition from confusion to clarity, from silence to proclamation. This echoes the New Testament promise in Acts 2:4, where the Holy Spirit enables the apostles to speak in different tongues, signifying the spread of the Gospel with clarity and power. It is an assurance that God equips His people to communicate His message effectively, regardless of their previous limitations.

(4) The heart also of the rash . . .--"Heart," as in Proverbs 4:23 and elsewhere, for the intellect rather than the emotions. The "rash" are those that are "hurried," precipitate, reckless; the "stammerers," those who have no power to speak clearly of the things of God, who hesitate and are undecided.

Verse 4. - The heart also of the rash; i.e. of those who were rash and hasty, who would not give themselves time to understand the warnings addressed to them, or to think of the real character of their actions. These shall, in Messiah's kingdom, "have the gift of discernment to perceive things in their true nature" (Delitzsch). The tongue of the stammerers. The tongue of those who hitherto have spoken hesitatingly and inconsistently on moral and religions subjects shall be ready - i.e., prompt and eager - to speak upon them with clearness and elegance. The grace given to the uneducated fishermen of Galilee enabled them to preach and teach gospel truth, not only with clearness, but with refinement.
