Proclaim further that this is what the LORD of Hosts says:
This phrase emphasizes the authority and divine origin of the message. The title "LORD of Hosts" underscores God's sovereignty and command over heavenly armies, indicating His power to fulfill His promises. This is a common title for God in the prophetic books, highlighting His might and the assurance that His words will come to pass.

‘My cities will again overflow with prosperity;
This promise of prosperity refers to the restoration of Judah and Jerusalem after the Babylonian exile. Historically, the cities had been devastated, but God promises a reversal of fortune. The term "overflow" suggests abundance beyond mere sufficiency, indicating a future of economic and spiritual flourishing. This echoes promises found in other prophetic books like Isaiah 60:5-7, where the wealth of nations is brought to Jerusalem.

the LORD will again comfort Zion
Zion, often synonymous with Jerusalem, represents the spiritual and national heart of Israel. The promise of comfort suggests a return to favor and divine presence. This is reminiscent of Isaiah 40:1, where God speaks comfort to His people, indicating forgiveness and restoration. The comfort is not just physical but also spiritual, pointing to a renewed relationship with God.

and choose Jerusalem.’”
The act of choosing Jerusalem reaffirms God's covenantal love and purpose for the city. Despite past judgments, God's election of Jerusalem remains steadfast. This choice is foundational to the identity of Israel as God's people and is a theme throughout the Old Testament, as seen in passages like 1 Kings 11:13. It also foreshadows the eschatological significance of Jerusalem in the New Testament, particularly in Revelation 21, where the New Jerusalem is depicted as the eternal dwelling place of God with His people.

Teaching Points
God's Sovereignty and Faithfulness
God's declaration through Zechariah reminds us of His ultimate control over history and His faithfulness to His promises. Despite current circumstances, believers can trust in God's plan for restoration and blessing.

The Importance of Spiritual Renewal
The promise of prosperity and comfort is tied to the spiritual renewal of God's people. As they return to Him, He promises to bless them. This calls us to examine our own spiritual lives and seek renewal through repentance and obedience.

Hope in God's Future Plans
The prophecy offers hope for the future, encouraging believers to look beyond present difficulties to the fulfillment of God's promises. This hope should inspire perseverance and faithfulness in our daily walk.

God's Choice and Love for His People
God's choice of Jerusalem signifies His enduring love and commitment to His people. This assurance of divine election should encourage believers to live in a way that honors their identity as God's chosen.Verse 17. - Cry yet, saying. This introduces the second part of the prophet's message. The LXX. begins the verse with the words, "And the angel that spake in me said unto me." My cities through prosperity shall yet be spread abroad. "Yet," in this verse, is better rendered again. God calls the cities his, to show his love for Judah; and he promises that they shall not only be reoccupied by returning immigrants, but increased in extent and number by reason of the enlarged population. So Josephus tells us that in later times Jerusalem had outgrown its walls, and that the fourth quarter, Bezetha, was added ('Bell. Jud.,' 5:04. 2). But it seems' best to translate the clause thus: "My cities shall yet overflow with prosperity." Vulgate, Adhuc affluent civitates meae bonis; LXX., Ατι διαχυθήσονται πόλεις ἐν ἀγαθοῖς. Shall yet comfort Zion, for all her afflictions. Shall yet choose Jerusalem (Zechariah 2:12 [16, Hebrew]; 3:2). God will show that the election of Israel remains unimpaired and secure (comp. 2 Kings 21:7; 2 Chronicles 6:5). The partial fulfilment of the items of this prophecy are to be found in the rebuilding of the temple, the restoration of Jerusalem by Nehemiah, and the prosperity of Judah under the Asmonean princes. A hint of further blessings is given in the final clause, but their nature is not expressly mentioned.
