(1) The mountains of Israel.--The word "mountains" is used for the land and people of Israel, to keep up the connection (by contrast) with the Mount Seir of the previous chapter. The personification is a strong one, by which the mountains represent the people as well as the land.

Verses 1-38. - The present chapter is entirely devoted to the consolation of Israel, though its parts are derived from two separate "words" of Jehovah. Vers. 1-15 belong to the "word" which opened with the first verse of the preceding chapter; ver. 16 begins another "word," which only closes at Ezekiel 37:14. The subject of the first part is the comfort offered to Israel in the destruction threatened against the heathen, and in the blessings promised to her land and people. Verse 1. - Prophesy unto the mountains of Israel. This prediction must be read in contrast, first, to that delivered against the mountains of Seir in the last chapter (35.), and, secondly, to that uttered against the mountains of Israel at an earlier stage of Ezekiel's activity (Ezekiel 6.). That "the mountains of Israel" was a familiar expression for the land of Israel, see Ezekiel 6:1; Ezekiel 17:22; Ezekiel 33:28; Ezekiel 34:14; Ezekiel 37:22; Ezekiel 38:8; and comp.
