"The scorner" is the godless man, who scoffs at religion (Isaiah 28:14, 22). Both classes would be "consumed" and "brought to naught" when the new state of things was established. All that watch for iniquity; i.e. "all those who, for the furtherance of their iniquitous schemes, rise up early and late take rest, and eat the bread of carefulness" (Psalm 127:2).
