It signifies a transition from the active process of creation to a state of completion. In Hebrew, the word used is "וַיְכֻלּוּ" (vayechullu), which implies a sense of fulfillment and accomplishment. For the great object of this hymn of creation is to give the sanction of the Creator to the Sabbath.
