In biblical times, customs and taxes were integral to the economic and social structures of ancient societies, including those depicted in the Scriptures. These levies were imposed by governing authorities and were often a source of tension and conflict among the people.

Old Testament Context

In the Old Testament, the concept of taxation is evident in various forms. The Israelites were required to pay tithes, which were a form of religious tax. In the New Testament, the Roman Empire's taxation system is prominently featured. Tax collectors, or publicans, were often despised by the Jewish populace because they were seen as collaborators with the Roman occupiers and were notorious for their corruption and extortion. Despite this, Jesus' teachings and interactions with tax collectors reveal a more nuanced perspective.

In Matthew 22:17-21, the Pharisees attempt to trap Jesus with a question about paying taxes to Caesar. Jesus responds, "Render to Caesar the things that are Caesar's, and to God the things that are God's" (Matthew 22:21). This statement underscores the principle of fulfilling civic duties while maintaining spiritual obligations.

The account of Zacchaeus, a chief tax collector, in Luke 19:1-10, illustrates the transformative power of Jesus' message. Zacchaeus, upon encountering Jesus, pledges to give half of his possessions to the poor and repay fourfold anyone he has defrauded, demonstrating repentance and restitution.

Apostolic Teachings

The apostolic writings further address the issue of taxes. In Romans 13:6-7, Paul instructs believers to submit to governing authorities and fulfill their tax obligations: "This is also why you pay taxes. For the authorities are God’s servants, who devote themselves to their work. Pay everyone what you owe him: taxes to whom taxes are due, revenue to whom revenue is due, respect to whom respect is due, honor to whom honor is due" .

Cultural and Historical Considerations

Understanding the cultural and historical context of customs and taxes in biblical times is crucial. Taxes were not only a financial burden but also a symbol of foreign domination, particularly under Roman rule. The Jewish people longed for liberation from such oppression, which fueled messianic expectations.
