In the biblical context, civil courts were established to adjudicate disputes among the people of Israel, ensuring justice and maintaining social order. The composition and procedures of these courts were deeply rooted in the Mosaic Law, reflecting the theocratic nature of Israelite society.

Composition of Civil Courts

The civil court system in ancient Israel was hierarchical, with various levels of authority. At the local level, elders of the city served as judges. These elders were respected leaders within the community, known for their wisdom and understanding of the Law. Deuteronomy 16:18 instructs, "Appoint judges and officials for each of your tribes in every town the LORD your God is giving you, and they shall judge the people with righteous judgment."

In more complex cases, matters could be escalated to higher authorities. The Sanhedrin, a council of seventy-one elders, served as the supreme court in later Jewish history, although its exact composition and function during the biblical period are subjects of scholarly debate. The Sanhedrin was responsible for interpreting the Law and making decisions on significant legal and religious matters.

Mode of Procedure

The procedures of civil courts were designed to ensure fairness and adherence to God's commandments. The process typically began with the presentation of a case before the elders at the city gate, a central location for legal and civic activities (Ruth 4:
