The idea is that the general welfare is best promoted by the advancement of the individual, while the advancement of the individual can be maintained only by his loyal devotion to the public weal. I observe — 1. That the college graduate of to-day, who has completed a four years' course of liberal training in a well-equipped and thoroughly-manned institution of learning comes into a kingdom. 2. The college graduate of to-day comes into his kingdom at a time of marvellous and portentous significance. 3.
