The Functions of the Ruler
Romans 13:3-6
For rulers are not a terror to good works, but to the evil. Will you then not be afraid of the power? do that which is good…


I. TO MAINTAIN LAW AND ORDER.

1. As the minister of God.

2. For the benefit of man.

II. TO PUNISH CRIME.

1. For this purpose he is invested with the power of life and death.

2. Must use it righteously.

3. As responsible to God.

4. For the suppression of evil.
