He is in view in Isaiah 41:2-3 and Isaiah 41:25. His work as a mighty conqueror is outlined and the consternation of the surrounding nations on account of it is described. Isaiah 41:18-20 go beyond the times of Cyrus. They can only be fulfilled when He who is greater than Cyrus will appear.
